With the support from MOT, provincial and municipal governments, the Dalian East-North Asia Shipping Exchange center is opening today. The foundation of the center would change the ship exchanging situation in the northern cities. In the past, the secondhand ship transactions would have to be concluded in the exchanging centers in southern cities. 
“Our port hardware has been in the graduate level while our software environment is still lingering over schoolchild period” a Dalian government official put it like this. Compared with other domestic shipping centers like Shanghai and Hong Kong, the shipping value-added services are far lagging behind. The high-end shipping services in the city are still in the beginning stage and still have a long way to go.
According to relevant regulations, international shipping vessels, coastal cargo ships over 200GT, passenger ships over 50-unit would have to be traded in ship exchanging centers.
It is reported that ship-related certification, registration and other services will be provided in the center. At the same time, some credible shipbrokers would be chosen to station in the center for long terms.
